INTRODUCTION
The Edmonton Federation of Community Leagues (EFCL) is a registered not-for-profit society, which acts as the coordinating and representative organization of its 152 member Community Leagues, seven affiliated sports groups and programs. It is the largest volunteer recreation organization in North America. The organization was founded in 1921 and has operated without interruption or change in basic values and objects since then.
The EFCL beliefs and mission have been outlined in Section 1.0 as accepted by the General Membership on February 6, 2001 after an intensive review from the Revitalization Implementation Team. This review led to the major undertaking of reviewing all aspects of operations and the formalization of policies.
Since the Revitalization Implementation Team completed its report, the EFCL has continued to grow and evolve with the 21st Century. New challenges and resources have developed which is reflected in the current policies. A recent survey has led to the implementation of a 5-year business plan to improve and expand the EFCL’s services to the member Community Leagues.
While the EFCL is governed by a set of bylaws, this Policy Manual is the Board of Directors’ and Staff’s tool for directing the work of the organization.
The Policies have been divided into 6 major grouping – Framework, Governance, Administrative & Operational, Human Resources and Advocacy. Each policy item includes the Policy statement and its intended Purpose. The Policy Implementation will show relevant definitions, responsibilities and procedures to implement the policy. An example is given on the next page describing the information found in each section of the Policies and Implementation format. Also attached are detailed instructions on how to update this policy manual.
All policies are the responsibility of the Board of Directors for their development, review and revision. Implementation is the responsibility of the Executive Director and the Board of Directors. See Policy 2.2 for additional information on policy development.
