Policy Statement:
 
The Board of Directors and Awards Committee will recognize outstanding Service. Through its Board Members, staff, and the designated EFCL Executive Committees, the EFCL wishes to recognize each of the City’s most valuable Community League Volunteers.
 
The purpose and or rationale of this policy:
 
Service to the Community League movement is of great significance to the EFCL. The following guidelines are therefore to be followed in choosing these most valuable members of our communities:
 
§ Shall not be a member of the Staff.
§ Cannot be paid for the work that they are being recognized for.
§ Must be formally nominated by their Community League as the person who has contributed significantly over a period of months or years to the quality of life enjoyed in their community, as well as the health and well being of the league. (i.e. not necessarily the President or Membership Chair).

Policy Statement:
 
Advertising content appearing on EFCL distributions cannot contain profanity, cannot be sexually explicit, cannot be contrary to the family values of our organization, or cannot be offensive to viewers. Advertising content cannot exceed 10% of our website and 20% of our newsletters space. The EFCL will reserve the right to refuse or discontinue advertisements from any organization. Advertising is conditional under our terms of use guidelines. The EFCL will not enter into an advertising contract for duration of longer than one year. Advertising must be clearly identified. ‘Advertorials’, if and when we have the resources for preparation, will be clearly delineated as such. The EFCL will not be responsible for “click-through” content of any of our advertisers or links
 
The purpose and or rationale of this policy:
 
The EFCL is a non-profit organization that seeks to generate revenue to assist with the maintenance and production costs of our communication initiatives. Our membership has indicated that they approve advertising content, but we have yet to implement significant advertisement content. As the EFCL moves towards implementing its marketing plan, it is essential that standards are established in the areas of advertising and sponsorship. This is crucial for both our online presence and our traditional print content. There is a broad variety of advertising available and we must be discerning and establish guidelines regarding the types, contents, and frequencies of advertizing content that we subject our membership to. We desire a certain amount of advertisement that is not invasive, annoying, or overpowering. Too many ads and our newsletters become flyers that are not read by our audiences.

Executive Director: To resolve any advertising content conflicts and/or to forward the issue to the Board of Directors
 
3.         PROCEDURES
 
If an EFCL member believes that an advertisement violates any of these principles, they may email the Executive Director. If the situation is unable to be resolved, the board will make a decision to continue or discontinue the advertisement.

Policy Statement:

The purpose and or rationale of this policy:
 
Councillor Linda Sloan brought forth an inquiry on behalf of one Community League regarding what bylaw changes would be required to change the bylaws permitting outdoor rink advertising signs. Although this has not yet been researched, and is just an inquiry at this point, The City of Edmonton’s Planning department asked for the EFCL’s opinion on this issue.

Policy Statement:
 
The logo of the EFCL is unique and serves as a key element in its identification. It use, therefore, should be closely monitored and serve exclusively for the authorized purposes of the EFCL. The EFCL logo is to be used in an ethical and appropriate manner to the credit of the organization. Its use by agencies other than Community Leagues must be subject to the prior approval by the President or Board of Directors, based on careful evaluation of the application.
 
The purpose and or rationale of this policy:
 
Ensure that the appropriate application and use of the logo within the EFCL or by authorized external users.
Ensure that any other organization wishing to use the logo does so appropriately and in a manner that is authorized by the Board and other policy.
Establish the criteria and procedure under which the logo could be used.

Internal Use of the Logo
§ When used in all of the standard applications (e.g., stationary, promotional items or advertising, business cards, web site, or newsletter), the logo is to serve as the EFCL identifier, and its use would be under the direction of the Executive Director or Operations Supervisor.
§ All standing and ad hoc committees of the EFCL may use the logo, but require the approval of the President or the Board.
§ Committees must meet the criteria as established in Policy 2.6.
§ The logo is also to be used in conjunction with the membership campaign materials like brochures, door stickers and registration forms.
 
External Use of the Logo
§ Organizations external to the EFCL, its Sub-committees or Community Leagues who wish to use the logo must request this in writing and indicate the following.
o   The nature of their organization.
o   The purpose of their application.
o   The duration and type of use to which the logo will be put.
o   Recognized partners of the EFCL may, with pre-notification to and approval of the President or Board, use the logo. These partners are identified by their Partnership Agreements with the EFCL.
§ Joint activities with organizations not holding a Partnership Statement (e.g., Open Doors for Kids or the Federation of Calgary Communities) may with the permission of the President or the Board use the logo after providing the material for review.
§ The Board must approve any use of the logo by any Subsidiary Company.

Policy Statement:
 
The EFCL relies on the health of their member leagues and as such facilitates an annual membership campaign on a city-wide basis through bulk purchase of supplies, an advertising campaign, and declaration of ‘Community League Membership Week’ and other related activities.
 
The purpose and or rationale of this policy:
 
Ensure EFCL effectively and efficiently provides the following assistance to the leagues with respect to their membership campaigns.
 
§ Bulk purchase of membership supplies including membership cards, skate tags, promotional brochures, activity registration forms, door stickers and volunteer buttons.
§ These items are to be available on June 1 of each year.
§ City wide advertising campaign.
§ Bridge Banners in will be disbursed throughout the City of Edmonton consisting of 4 banners per two weeks with a maximum total of 4 weeks available.
§ A week of September is to be requested for declaration as community league membership week by the Mayor.
§ Referral of enquiries to the appropriate membership director in the league.

The EFCL Board recommends to the Membership that the third Saturday in September be designated Community League Day, for the years 2011, 2012, and 2013.

The EFCL deems it practical to select dates for Community League Day for the next few years so that Community Leagues can plan events in advance. Board consensus was the third week of September would be appropriate
