The EFCL is incorporated as a not-for-profit organization under the Societies Act of the revised Statutes of Alberta, 1979, and amendments thereto.
All community leagues are members of EFCL, brought together for the annual general meeting, the semi-annual meeting (regular general meeting) and special meetings as required where they are eligible to vote on a wide range of matters that set direction for EFCL.
EFCL Board of Directors
EFCL is governed by a 12-person board of directors, with one director elected by community leagues in each of 12 districts.

Board members select the officers (president, vice-president external, vice-president internal, and treasurer) from amongst themselves.

Joint Use Agreement Committee
This committee, which includes representatives from EFCL, the City of Edmonton and all Edmonton School Bpards, governs the use and maintenance of school property, both within the school (gyms and rooms) and outside the school (sports fields) booked for community recreation programs. The Joint Use Agreement outlines the manner of use and rental rates, and determines each party's responsibilities for maintenance and repair.
Tripartite Licence Agreement Committee
The Tripartite Licence Agreement is the legal agreement between EFCL, the City of Edmonton and the community leagues. It determines how community leagues will use the property for which they have a City-issued licence and any facilities constructed on the property.
Boundaries Review Committee
EFCL and the City of Edmonton are working together to deal with a number of community leagues whose boundaries are not clearly defined or overlap with a neighbouring community league. The committee is clarifying the definition of boundaries and working to resolve disputes between community leagues claiming the same territory.

EFCL Meetings
The EFCL Board meets on the second Thursday of the month from September to June, and holds one summer meeting as scheduled in June. The board retreat occurs in May or June after board elections.
The EFCL Planning committee meets on the fourth Wednesday of the month from September to June, excluding December and Summer.
The EFCL membership meets twice a year at annual meetings. The Annual General Meeting is held in April and the date is decided at the Regular General Meeting, which is held in October (this date is decided at the AGM)
