The purpose of this memo is to clarify the eligibility of a donation for an official tax receipt issued by the City of edmonton where the funds are collected by a third party.  Conditions:

* the collected funds are spent on assets owned or to be owned by the City upon completion of the project based on the City's discretion or

* the organization collecting the donations is a registered charity and has an agency relationship established with the City
